Whisk together soy sauce, oyster sauce, rice vinegar, and sesame oil in a small bowl. Set aside.
Heat vegetable oil in a large wok over high heat until smoking.
Add shrimp and stir-fry for 2 minutes until pink. Transfer to a plate.
Add broccoli, bell pepper, and carrot to the wok. Stir-fry for 3 minutes.
Add snap peas, garlic, and ginger. Stir-fry for 1 minute.
Return shrimp to the wok. Pour the sauce over everything.
Add cornstarch slurry and toss until the sauce thickens and coats everything, about 1 minute.
